Lazy 9 week old puppy...will he get more energy?

He is a half black lab half German shepherd and he pretty much does nothing all day. In the evening he gets a bit rowdy but he doesn't like to do typical puppy shenanigans. After his weening period f about 16 weeks, will he perk up as well? Also any training tips until he understands commands and names?
