My betta fish has a discolored spot in between his eye and mouth.?

okay I just got a betta fish! this is basically the first pet im aloud to own by myself. I got him wednesday afternoon jan 27, 2010. and reading upon everything cause of course i want him to live and be happy. but he has a discolored spot in between his eye and mouth. which is not affecting his eye at all o his function of his mouth. could it be a fungal infection, the spot is a light blue color and he is dark blue. or am i just paranoid. please help thank you so much in advance for aid.
