Age vs. Levels (figure skating levels)?

Im sorry but comparing your daughters levels with other peoples isnt fair your daughter might be just a bit behind or befor it doesnt matter it matters what she can do.. and yes she is at the right levels, is this is what the kid loves keep up what your doing this is something you can do to make your child happy dont dont compare her, someone will always be worse or better.
