How do quiet people meet each other?

I've lived in Arizona the past 4 years or so, and it feels like people are MUCH more extroverted and superficial (in a good and bad sense) in the west than in the east. Back east, while I was quiet, I was never far off from the status quo. The loudest and most outgoing people I grew up with are pretty akin to everyone here. There are some quieter people though, but here it feels like we are in the background...not regularly interacting. How do reserved people become friends and/or lovers with other reserved people in general? It seems as though the exact nature of the individuals themselves would be (and are) counter-productive to the interaction itself.
