About what percent of Filipinos and cles in high school speak/are offered in English?

Only the one called "Filipino"-about the Filipino language, grammar and such. But beware of the teacher/s who think they speak English well, but can't. Your ears will bleed. Mine did. I once had a History teacher who kept saying "Fole of Constaninofle" as in Fall of Constantinople.
