I have a 1 year old maltese and he pees everywhere!?

Even afetr he just finished going to the bathroom. He pees on hampers clothes everything that he shouldent pee on! and after he pees alot. He goes to pee some where else ! can it be ii should get him fixed? Would that help at all? **any info would help right nnow. thanks -tina
